Promotion in the Republic of Moldova of the Guide on export control, re-export, import and transit of strategic goods

On February 21, 2020, an important event focused on chemical, biological, radiological and nuclear (CBRN) security issues was held in Jazz Hotel, Chisinau, Republic of Moldova. In the event participated the technical advisor on export control of dual use goods and technologies for the EU, the representations from the ministries, public agencies and centers, USA Embassy, entrepreneurial sector. The basic topic was the promotion of the Guide on export control, re-export, import and transit of strategic goods. The guide was developed by the specialists from the National Center for Nuclear Safety Support of the Technical University of Moldova and the Custom Service of the Republic of Moldova within the project funded by the European Commission through the STCU in the framework of the EU Targeted Initiative on CBRN Export Control on Dual-Use Materials and Technologies. The project aimed to take over the good international and EU practices in elaboration and implementation of the guides regulating the customs control of export, re-export, import and transit of strategic goods.

The STCU is an intergovernmental organization created by the EU, US, Canada and Ukraine in 1993, with the aim of promoting global peace and prosperity by reducing chemical, biological, radiological and nuclear (CBRN) risks, preventing proliferation of ex-Soviet scientific know-how related to weapons of mass destruction (WMD), supporting scientific and technological partnerships and international cooperation that addresses threats to global peace and security.

The Targeted Initiative focuses on mitigating the risks of misuse of the investigations and know-how related to CBRN weapons programs; the raising of awareness among both the academic and industrial community of these risks, as well as facilitating the collaboration between state and non-state actors of Export Control systems in PC’s.

The guide briefly describes the objectives, the control policy in this area, and the ways the Government of the Republic of Moldova can impose prohibitions on export, re-export, import and transit of strategic goods or regulate them through the existing authorization system. Export control policy implementation will help to fulfill international obligations and to build a safer region. In accordance with the national law, international agreements and commitments the export control is an intrinsic part of the national security objectives and foreign policy of the Republic of Moldova.

The guide is designed as a reference point for Customs Service employees, economic entities, licensing and responsible authorities for export, re-export, import and transit of dual-use strategic goods, items of CBRN materials, for teachers, PhD students, students, interested persons and other stakeholders.

In order to facilitate the access to information and improve the control of dual-use goods procedures the guide is available free of charge in Romanian and English in the National Library, the AȘM Library, the university libraries of UTM, USM, ASEM, as well as in electronic format on customs.gov.md/ro/content/ghid-privind-controlul-exportului-reexportului-importului-si-tranzitului-de-marfuri
