First students graduate from a new master’s course on ‘Economic Security of Entrepreneurship’ at Taras Schevchenko National University in Kyiv, Ukraine

European Union Targeted Initiative on Export Controls of Dual-Use Materials and Technologies in GUAM Countries

On 4 June 2021, the first four master’s students graduated in ‘Economic Security of Entrepreneurship’, a two-year specialized master’s course at the Faculty of Economics of the Taras Shevchenko National University of Kyiv.
As part of the master’s course, they successfully completed six modules on export controls of dual-use materials and technologies relevant to chemical, biological, radiological, and nuclear (CBRN) weapons. The modules included these themes: introduction to CBRN weapons and their acquisition processes and threats; the regulatory frameworks governing CBRN weapons; advanced understanding of CBRN threats, proliferation dynamics, and technology transfer processes; international law governing CBRN weapons and technology transfers; national implementation of international obligations to prevent the proliferation of CBRN-relevant technologies to states and non-state actors, including terrorists; and the governance of science and technology relevant to science, academia, and industry.
The modules were developed under a Targeted Initiative on Export Controls of Dual-Use Materials and Technologies funded by the European Commission and implemented by the Science and Technology Center in Ukraine (STCU) for the GUAM Countries (Georgia, Ukraine, Azerbaijan, Moldova). The Targeted Initiative implements the EU Global Strategy and the EU Strategy against the Proliferation of Weapons of Mass Destruction (https://data.consilium.europa.eu/doc/document/ST%2015708%202003%20INIT/EN/pdf).
The Targeted Initiative started in 2018. Following development and testing, the six modules were taught by Visiting Professors from the European Union in the autumn of 2019 and spring of 2020. The Visiting Professors also assisted their colleagues from The University to prepare them to take over the modules in the next academic cycle (2020 – 2022).
